I would like to open a tire shop in michigan, it will not do alignments, it will simply replace tires with new and used tires (depending on the customer) and do tire balancing. I wanted to know if there are any licenses (other than sales tax) that would be required for this business. Based on my research, I haven't found any, but I thought maybe I missed something that someone else would know.

I'm no expert,but in Michigan if you are going to remove and replace wheels,this constitutes some sort of mechanical work.In that case there will be state regulations to comply with.To be absolutely sure,only the Secretary of State can properly answer that.
