Apparently nobody’s told you about the social democratic governments of Western Europe. Oil hasn’t got much of a future, so there’s not much to confiscate. If the government gave everybody solar panels 10 years ago, we’d be sitting a lot better today. There’s nothing totalitarian about investing in the physical and social infrastructure.

Hofmeister is 100% correct, what is the worst that can happen, they have surveyed the land where they plan to drill and if they don’t find the gas, it was worth the try
You can’t guarentee something that you don’t have, so the government can’t force Shell to lower prices even if their search comes up dry
